After a period of uncertainty, the Indonesian telecom sector has settled into what looks like a healthy development phase. This country of around 250 million people presents a huge potential market; however, it must overcome some particularly big challenges if it is to successfully continue the building of the telecommunications infrastructure required to support a large population spread over what is a uniquely complex geography. The embracing of fixed-wireless technology, after an early stumbling start to building the country’s fixed-line network, provided a fresh basis for expansion. Wireless became the dominant component within the fixed market segment; by 2012 wireless services made up 75% of the total fixed-line subscriber base. Then in 2013 the fixed-line market segment suffered a major setback with a huge decline in the wireless subscriptions. In a short space of five years the wireless technology platform had transformed the fixed-line market in a positive fashion and then suffered a major setback.

Growth in the mobile segment of the Philippines telecom market has been moderating after years of strong expansion. Initially the slowing in the market was partly due to a general downturn in the Philippine economy; however, even as the economy picked up, it became obvious that mobile subscriber numbers were continuing to increase but at a generally slower pace. Mobile revenue growth also down in what has for many years been a highly competitive market. Into 2014 the Philippines had around 105 million mobile subscribers. Penetration, having eased past the 100% milestone, ongoing annual subscriber growth of between 5% and 10% looked to be the pattern in the short term.

Clearly the economy will be an important factor in the continued expansion of the Philippine telecom sector. Earlier on, the recession in the US, its main trading partner, had hit exports hard but the country seemed to have generally overcome this setback. Following the big ‘down’ year in 2009, the country’s GDP growth bounced back up again in 2010 reaching almost 8% (even exceeding the 31-year high of 7.3% in 2007). It then fell back to under 4% in 2011. The Philippine economy grew more strongly again in 2012 (6.8%) and again in 2013 (7.2%) on the back of an improvement in exports, acceleration in private investment, and a full recovery in government spending. Growth of 6.5% per annum was forecast by the IMF for the 2014/2015 years.

Key highlights

Growth in mobile subscribers in the Philippines has slowed by 2012/2013 but was still managing to grow at slightly less than 10% annually;
Mobile penetration had reached 105% coming into 2014;
Although growth in the SMS market had peaked, Filipinos were reported to still be sending close to two billion SMS messages every day;
The country remained a global leader in SMS volumes and usage levels;
Broadband internet access in the Philippines had witnessed a six year run of strong subscriber growth;

The one single feature that characterises the Thai telecom industry has arguably been the stop-start approach to sector reform and re-regulation. An important step was taken with the Telecommunications Act being adopted as law back in 2000, but over the last decade or so successive governments have moved slowly on its implementation.

Then, following a period of serious political instability, in May 2014 there was a military coup that threw the administration of the country into a new phase. The junta that took power signalled a clear intention to take control of the country for a significant ‘transition’ period. During this time they intended to continue the full administration of the country and inevitably this meant certain things would change. This of course was to impact in a major way on the telecom sector.
By 2014 a range of deregulation issues were still crying out to be addressed. But the military coup made for an uncertain future. One of the big structural reform issues – the defining of the roles and the restructuring of TOT and CAT – was demanding urgent attention. In fairness to the industry regulator at the time, the industry over the years has not seen a sustained period of consistent policy direction from government. The market had been waiting a long time for the creation of the promised new regulator as well as for the allocation of 3G spectrum.

Vietnam has for some years now been aggressively expanding its national infrastructure and growing its subscriber bases across all market segments. It needs to be said that the broad market growth in Vietnam is happening amidst a confusing set of market statistics. As the country’s telecom sector was clearly expanding in a strong manner, the figures published both by the government and the operators were often contradictory and earlier figures were often revised. The government reported that there were 154 million mobile subscribers by end-2010, an increase of 40% for the year and representing an overall penetration of 174%. The total figure included 16.4 million fixed-line services by end-2010. Yet in September 2012, according to Vietnam’s General Statistics Office (GSO), the number of telephone subscribers nationwide was 135.9 million, which included 15 million fixed-line subscribers and almost 121 million mobile phone subscribers. The government has been casting the activity in the market as positive growth; yet there appeared to be a process in place for regularly revising the mobile subscriber statistics being published. The conflicting and missing numbers have made it difficult to obtain a considered view of the market.
